I'll take the shoutbox first. I'm assuming you will have the Premium Member, Venders in a special group just as you do the moderators, admin's. What you could do is use an if else statement but I'm not 100% sure what part of the shoutbox you want disabled but just to remove the text field where you type and icons that go with it you could do this.... $[shoutbox_form.message.input]
.... in your shoutbox template on about line 31 and then surround it with this in blue:

{if $[current_user.is_staff] || $[current_user.group.name] == "GroupName"} $[shoutbox_form.message.input]
{else}
<div style="display:none;">$[shoutbox_form.message.input]</div>>
{/if}

You'd replace GroupName with the name of your group.

I've not tried to use more than one group to have access I imagine it would be like this:

{if $[current_user.is_staff] || $[current_user.group.name] == "GroupName"} $[shoutbox_form.message.input]
